Snowy Rocks can only be spliced during WinterFest. However, unlike most WinterFest items, they do drop seeds when harvesting trees which would otherwise be used be to plant at a later time outside of WinterFest. There is a rare chance that a Reindeer Bell will drop when it is broken.
