This block is released on the week of Fishing Pack on September 12, 2015. (needs confirmation) You get it by fishing it from water with a fishing rod.

These fish are named for the strange way that they tend to hang in mid-air, like solid objects you can stand on. Try it, you can't knock one down no matter how hard you jump on it!
