The Snowy Rocks can only be spliced during WinterFest. However, unlike most WinterFest items, they do drop seeds which will likely be able to be planted at a later time outside of WinterFest. Also if you break a Snowy Rock tree, there is a small chance that a Reindeer Bell will drop.

Snowy Rocks seed can be spliced with an Aqua Block seed to create a Winter Scarf tree.
