Hell is a world where cursed players, that are cursed by the Curse Wand, get transported to as punishment. Hell is otherwise known as a 'jail' to players who disobeyed the /rules. Technically nobody has World Locked the world but @Hamumu has placed a Small Lock. If you try to place a lock, it won't let you because it is a "special world."
In Hell, non-cursed players may enter the world as usual. But cursed players are 'jailed' in the world for a certain period of time. There is an enabled Signal Jammer locked by @Hamumu at the top-left corner of the world. Cursed players cannot leave the world using the Main Door, but they can use the menu to leave. However, upon entering any world, you will be taken back to HELL.
