Surgical Gloves are a technical item and not obtainable in game. During surgeries they can be seen as the "Fix It" button on the bottom right of the tool kit.
You will only see the Surgical Gloves when they are needed, such as after making Incisions to correct an internal issue (nose jobs, tumors, internal bleeding, etc), or to simply cure issues such as Hypochondria.
