This is the sparkly dust from a passing comet. It seems to whirl around like a tiny galaxy. Perhaps if you collected enough of it, it would merge into a solid mass!

Comet Dust spawns in worlds with many people during the Night Of The Comet and by collecting 200 Comet Dust, it will merge into a Starseed.

Comet Dust spawns in the world if the world has 2 or more players every 5 minutes (in worlds with more than 60 people). The rate of spawning decreases exponentially from there. It spawns randomly around the world like Fireworks and Magic Eggs.

If you collect a Comet Dust, you will get the achievement "Sparkly Dust"

Usage

Using 200 Comet Dust on yourself will make 1 Starseed
