The Toy Lock-Bot is a pet hand item that was added as part of the Pet Battles update.
Function

When equipped, it will grant the Too Many Locks! mod which will summon a toy Lock-Bot pet and follow the player around. This pet can also be trained as a fire battle pet.
In addition to that, the player will also do more damage to punched blocks and get a unique punching effect of locks being shot out by the pet.
