Well to this day in 2017, glitched seeds still do manage to slip out into the game. Many ways to get them.

- Sometimes the seed of an item might be accidently obtained when buying Small Seed Packs / Rare Seed Packs ( Gilded Frame Seed)

- Harvesting a tree may also drop a seed for an item that isn't meant to be spliced or have seeds

But all clothing seeds as of the Locke Update can be obtained with a slim chance using the clothing compactor.
