Then you must wear a Blacksmith's Apron (rare prize from compacting any splicable Clothes) and a Ring Of Smithing (possible prize from The Ringmaster) and have the Crystal Smithing Tools in your inventory (press the Crystal Smithing Tools to see the article since I don’t remember the recipe) and you must consume the valid items (e.g. 100 Shield Fragments) while standing on an Anvil.
