Additional Info
The Snowy Rocks can only be spliced during WinterFest. However, unlike most WinterFest items, they do drop seeds which will likely be able to be planted at a later time outside of WinterFest.
Snowy Rocks seed can be spliced with an Aqua Block seed to create a Blue scarf!!
