This item can only be created during WinterFest!
The Snowy Rocks can only be spliced during WinterFest. However, unlike most WinterFest items, they do drop seeds which will likely be able to be planted at a later time outside of WinterFest. Also if you break a Snowy Rock tree, there is a small chance that a Reindeer Bell will drop.
Snowy Rocks seed can be spliced with an Aqua Block seed to create a Winter Scarf Tree.
