Heaven is a special area, similar to HELL. It is made by the developers and is open to public and locks cannot be used there despite no locks locking the world. The world currently serves no actual purpose.
Heaven is nowdays used for PVP, where people fight with dirt, lava, spikes and portals. Heaven community is little bit toxic and for new player it can be pain.
