In Help:Administrators' how-to guide, it does say that bureaucrat can grant "rollback" access and down in the Reverting undesirable edits section it says this:
- Administrators and users with rollback status can also "revert the edits of one user" and restore the page to the last version by the previous author.
Perhaps you don't have the rollback status?
