Admins cannot promote people to content moderator, only User:Librarian Bird can (and don't think 20 edits is sufficient).

Also, the underlinked tag is completely unnecessary (or at least in my opinion) since majority of viewers don't have an account and don't edit it anyway.

Last thing, your comment on Boulder was inappropriate, please don't use that sort of language.
